Updating Aging Classrooms and Facilities in Our Schools

  • Our District has carefully assessed the condition of school facilities and developed plans to bring all school facilities up to current safety and academic standards. To fund these improvements, at our August 9, 2022 Board Meeting, our Board of Education voted unanimously to place a school improvement bond measure on the November 2022 ballot. Livermore voters will have the opportunity to vote on the $450M Measure G School Facilities Bond on the November 8, 2022 ballot. 

    Aging Classrooms, Science Labs and School Facilities
    Many of our schools were built more than 60 years ago and are in need of repair and renovation. Leaky roofs, deteriorating plumbing, and outdated and inefficient electrical, heating and cooling systems need to be replaced. Classrooms, labs and career training facilities need to be upgraded to meet current safety standards and rising academic standards. We must also ensure that improvements to school facilities include the continued updating and modernization of safety infrastructure for safe and secure campuses.

    Locally Controlled Funding for School Improvements
    School budgets use the vast majority of their funding for current operating expenses, which include teachers, staff, and instructional materials. Major capital improvements to school facilities are funded locally through facility bonds. To fund these improvements, the Board of Education is considering placing a school improvement bond measure on the November 2022 ballot. If approved by local voters, this measure would provide locally controlled funding to repair and upgrade local classrooms and school facilities and would cost approximately 6¢ per $100 in assessed (not market) property value while bonds are outstanding. Priority projects include:

    • Upgrading 50-year-old classrooms and labs to meet current safety and instructional standards
    • Providing career training facilities and equipment so students are prepared for college and in-demand careers in fields like health sciences, engineering, tech and skilled trades
    • Upgrading classroom computers, computer learning tech and tech infrastructure for 21st century learning
    • Replacing outdated plumbing and electrical infrastructure
    • Replacing aging heating and ventilation systems to improve filtration and provide healthy, smoke-free air in classrooms
    • Replacing outdated portables with permanent classrooms
    • Improving campus security gates, fencing and systems to enhance student safety

    Mandatory Fiscal Accountability Protections
    A school improvement bond measure must include strict fiscal accountability protections, including:

    • All money raised by this measure must be locally controlled to improve Livermore Valley schools and cannot be taken away by the State
    • None of the money raised by the measure will be used for administrators’ salaries
    • An independent citizens’ oversight committee, mandatory annual audits and public disclosure of spending ensure funds are spent as promised
    • Funding from a local bond measure could help Livermore schools compete for state matching funds that will otherwise go to other school districts

Measure J Information

  • In 2016, the residents of Livermore approved Measure J, a $245 million facilities bond, to repair and upgrade our District's aging school facilities. The bond will be used to modernize classrooms, repair aging infrastructure, renovate facilities, improve school visibility, increase access for individuals with disabilities, upgrade hardcourts, and improve overall safety and security. The Bond Program department is responsible for implementing projects funded by Measure J.  

    See our additional pages and video below highlighting the signature projects at East Avenue Middle School, Joe Michell K-8, Granada High School, and Livermore High School that have already been completed or are currently being completed with Measure J funds. These projects were selected as Phase I of our LVJUSD Facilities Master Plan. Additional facilities improvement needs have been identified should the LVJUSD Board of Education vote to place an additional bond measure on a future ballot to be decided by Livermore voters.
