2025 LCAP Annual Update

Comment Summary:  Families expressed the need for increased access to after-school programs to support working parents.

District Response:  Thank you for your feedback. The district is actively working to expand after-school programming through our ASES and Expanded Learning Opportunities Program (ELOP), with a focus on accessibility and equity across school sites. We have a newly created Director of ELOP which will facilitate expansion of the program.

Comment Summary: Some families expressed concern regarding class size increases and the formation of combination classes, particularly in early elementary grades.

District Response: There are no proposed or implemented actions in the current LCAP that increase class sizes or create combination classrooms. Any site-based adjustments are the result of enrollment changes and staffing allocations, and not related to the LCAP. 

Comment Summary: Comments were shared regarding the short window for reviewing and commenting on the LCAP draft, especially given its complexity and proximity to the end of the school year.

District Response: The LCAP draft cannot be finalized earlier due to the need for accurate budget data, which is not available until late spring. LVJUSD meets all state-mandated public review and comment timelines. Nonetheless, we remain committed to improving access and transparency and will explore opportunities to enhance future engagement. 

Comment Summary: Questions were raised about the PAC's role in issuing independent recommendations and the perception that its feedback is filtered through administration. Amount of meetings not being sufficient for meaningful discussion.

District Response: The LCAP PAC is one of several educational partner groups that contribute input to the process. Feedback from the PAC, as well as from students, staff, and community partners, is considered and reflected in the development of the LCAP. The process is designed to integrate diverse perspectives into a unified strategic document.  It is the intention of the district to add more meetings and start earlier in the school year to facilitate meaningful engagement and dialogue.

Comment Summary: Several families noted that the LCAP is highly technical and difficult for parents and community members to understand.

District Response: The district does not control the LCAP content or format.  It is a mandated template from the California Department of Education.  We acknowledge that the LCAP can be complex. In response, the district provides companion documents, including summaries and budget balancing information, to support accessibility without compromising accuracy. We are committed to continuing this practice and refining it for clarity. 

Comment Summary: Questions were raised regarding increases in district-level expenses despite priorities focused on direct student support.

District Response: The increase in district-level expenditures is primarily related to fixed operational costs. Importantly, the overall Local Control Funding Formula (LCFF) Supplemental allocation decreased by $1 million, which impacted expenditure distribution.  We decreased expenses at the district level with the intentionality of maintaining direct student support.  In addition, we are happy to meet with any concerned individual to openly review district-level expenditures and reductions. 

Comment Summary: Some comments expressed concern that school facilities are not being adequately addressed in the LCAP.

District Response: School facility conditions are monitored through the Facilities Inspection Tool (FIT). The district uses this information to inform and prioritize maintenance and capital improvement plans.  The district plans to seek community support in June of 2026 for a bond in order to continue to improve facilities.
