By-Trustee Area Elections

In 2024-2025, the Board of Trustees engaged in a public process to move to a “by-trustee” area election system, in which the District was divided into five trustee areas.  Moving forward, trustees will be elected by a vote of the residents of the trustee area in which they live.  The November 3, 2026, election will be the first time that LVJUSD residents will be voting by trustee area.  This overview is intended to provide guidance regarding how the 2026 election will operate.

As part of the adoption of LVJUSD’s new trustee area maps, it was established that three trustee areas – Areas 2, 3, and 5 – would be up for election in 2026, while the remaining areas – Areas 1 and 4 – would be up for election in 2028.  Each seat will thereafter be up for election every four years.

Election Overview

Pursuant to applicable law, the trustee area map was developed without consideration being given to where incumbent Board members live.  Under the approved map, the following is currently the situation:

  • Trustee Area 1:  No incumbent
  • Trustee Area 2:  Incumbent: Trustee Steven Drouin (term expires 2026)
  • Trustee Area 3:  No incumbent
  • Trustee Area 4:  Incumbent: Trustee Craig Bueno (term expires 2026)
  • Trustee Area 5:  Incumbents: Trustee Emily Prusso (term expires 2026); Trustee Deena Kaplanis (at-large term expires 2028); Trustee Christiaan VandenHeuvel (at-large term expires 2028)

Based on the foregoing, there are a number of possible scenarios for the next two elections (2026 and 2028), which are briefly outlined below.  Throughout these scenarios, the following rules apply:

  • Term Length: Any trustee elected for a 4-year term is entitled to serve out their 4-year term.
  • Number of Board Seats: There will always be five board seats – no more or less.
  • Transition to Representation in all Five Areas: Each trustee area is set for election in a given year regardless of how many years are left on the terms of incumbents living in that area. Therefore, there could be a situation where, until the 2028 election, more than one trustee lives in one area, and no trustees live in another.  After the 2028 election, there will be one trustee per trustee area (see scenarios below).
  • Vacancies (At-Large vs. Trustee Area): Pursuant to an opinion of the California Attorney General, if a seat was originally elected as an at-large seat, it remains an at-large seat until it is filled in the future by a trustee area election. Once that seat is first elected as a trustee area seat, it then remains a trustee area seat. As a result, a vacancy in a trustee area seat can be filled only by a resident in that trustee area, while a vacancy in an at-large seat can be filled by any qualified resident of LVJUSD. Following the 2026 election, there will be three trustee area seats and two at-large seats. Following the 2028 election, when trustees for Areas 1 and 4 are elected, all of the seats will be by-trustee area seats, and there will be no more at-large seats.

Election Timelines and Scenarios

The transition to by-trustee area elections will occur in phases to maintain continuity in Board leadership.

This staggered approach allows the district to transition smoothly to the new system while maintaining stability and continuity on the Board of Education. Following the November 2028 election, all seats will be aligned with their respective trustee areas.
